Childbirth

After giving birth, a female insured person will receive the Childbirth and Childcare Lump-sum Allowance and Additional Allowance, and a dependent family member will receive the Dependent’s Childbirth and Childcare Lump-sum Allowance and Additional Allowance as subsidies for delivery expenses. Also, when a female insured person gives birth, benefits are paid maternity allowance.

Childbirth and Childcare Lump-sum Allowance and Additional Allowance

Eligible childbirths are live or stillborn births that occur after at least four months (85 days) have progressed in the pregnancy.

* You can search for childbirth facilities that are members of the Japan Obstetric Compensation System for Cerebral Palsy on the Japan Obstetric Compensation System for Cerebral Palsy website operated by the Japan Council for Quality Health Care.

Because application for and payment of the lump-sum birth/childcare benefit are conducted after the birth, it is necessary to make a large temporary payment to the healthcare provider out of your own pocket, but a system has been established to mitigate the economic burden.

System for direct payment of the lump-sum birth/childcare benefit, etc., to the healthcare provider, etc.

The "Lump-sum Birth/Childcare Benefit, etc., Direct Payment System" was established to mitigate the economic burden of the insured individual paying the healthcare provider expenses for giving birth by having the healthcare provider handle application for payment and reception of the lump-sum birth/childcare benefit instead of the insured individual.
First, the healthcare provider explains the direct payment system before the individual who gave birth is released from the hospital, and confirms whether she would like to utilize the system. If the individual desires to use the direct payment system, the Health Insurance Society pays the healthcare provider an amount equivalent to the lump-sum birth/childcare benefit, through Review & Reimbursement Services.This means that the individual who gave birth only needs to pay any amount that exceeds the lump-sum birth/childcare benefit.
If the cost of giving birth is less than the lump-sum birth/childcare benefit, the Health Insurance Society pays the difference to the insured individual.

The Lump-sum Birth/Childcare Benefit Substitute Payee System

Even at small-scale healthcare providers that cannot use the direct payment system, a substitute payee system may be available. Under such a system, an application is submitted to the Health Insurance Society in advance allowing the healthcare provider, etc., to apply for and receive the lump-sum birth/childcare benefit on the insured individual's behalf. This reduces the burden of paying the expenses to the healthcare provider even when giving birth at a small-scale facility, etc.
This substitute payee system may not be available at some healthcare providers, etc., so be sure to check with the provider in advance.

Procedure

Enter the required information in the following documents, obtain a certificate from your physician or midwife verifying that you have given birth, and submit them to the Health Insurance Society via the human resources department of your company.

When using the direct payment system

The Health Insurance Society pays an amount equivalent to the lump-sum payment directly to the healthcare provider, so there are no procedures to complete. The billing statement from the healthcare provider will be checked, and the difference and any additional amounts will be paid at a later date.

When using the substitute payee system
It is necessary to apply in advance within two months prior to the due date.

Maternity Allowance

When a female insured person gives birth, benefits are paid as part of her living expenses during the period that she has taken time off from work for childbirth. This is called a maternity allowance.
The payment period is the period between 42 days prior to the date of delivery (if the date of delivery falls after the due date, then the due date)and up to 56 days following delivery during which time was taken off from work. If childbirth is delayed, then that period is also included.

Required documents

Obtain a certificate from the physician and the business operator, and submit it to the Health Insurance Society through the human resources department of your company.

If an individual becomes ill and is unable to work while receiving the birth allowance, she can receive the illness and injury allowance after payment of the birth allowance has ended.
In addition, if an individual becomes eligible to receive a birth allowance while she is receiving an illness and injury allowance, the illness and injury allowance will be temporarily suspended, with payment starting again when payment of the birth allowance has ended.
